I listed Cunningham as a choice is because he only cost 1060 for his Colonel rank and 1460 for M General, yet you also get 3 lvl Camouflage, in contrast you are paying 1700 for a factory Colonel Halsey, who is even more expensive than a Colonel rank Spruance. Also, I was suggesting him on the base that Kusuo Saiki will swap him out for another endgame general later. Well true if you don't promote Cunningham too much he does have a price advantage, but Camouflage is useless and he has 0 mobility. Be mindful that Halsey has 5* air as well. Cunningham is for short term stop-gap, that’s why I overlook his 0 mobility, otherwise the problem would be choosing between Nagano and Goring.

I disagree that Wolfpack is useless. As an admiral, they would be commonly attacked by other naval units, having a +8 extra damage (for most admirals) would help to deal more damage (without spending on the 5th navy star). This skill does lose its purpose in aliens, but in early to mid game it is an invaluable skill. And we don't even need an admiral in early-mid game. Sansonetti is enough against humans, so when the second admiral joins, aliens are his only enemies.

Luigi Sansonetti is a skilled player so he doesn't need Cunningham as a stepping stone to any endgame general. In fact not just him, no one should get an admiral and expect to swap him out for someone else in 1.5 since Sansonetti is endgame material. If we are getting a second admiral, he has to be of endgame quality as well. I just finished making a Bai-silevsky EC ( Erich von Manstein 's endgame idea of not buying Konev), and I think I would rather spend two extra navy stars for my EC so that I can have a Sansonetti-like general rather than spend 1000 medals on another admiral. That free 3100 medals not spent on Yamamoto is a huge help.

But I didn't nominate Halsey as a stopgap. The biggest difference between Halsey and other land air generals is his HP. If stationed in safe areas, there isn't much of a difference between Halsey and Goring. A player should definitely choose Goring if he expects his air general to have a moderate degree of combat ability, but if not, I see no reason to exclude Halsey. As for Yamamoto, Halsey has an edge in price if you don't mind losing 30 HP.

You misunderstood. If Halsey is chosen, he would just be a land-air general that could also assist Sansonetti in naval operations, he is by no means a naval stopgap.

I probably won't get any of them as well, but people who do, Halsey remains a feasible option.
