Yermolov is better than Jourdan. Blasiuin tier-1 with Spy and Formation is also great.

Ushakov is navy-artillery. And you forgot Savary who is a big opponent of Sulkowski.

I've personally found Yermolov to be underwhelming, and Ushakov is only average as Artillery Yermolov appeared in 1806. What that means is that I wasn't impressed by him
