-El Post de Santiago de Chile- Breaking News! Peru and Bolivia have recently unified to reform the Peru-Bolivian Confederation (PBC). The PBC was a confederation formed by Bolivia and Peru in the 1830's, but their threat to Chilean and Argentine power in the region, specifically Chilean trade power, caused both countries to declare war on the Confederation very early on in its conception, becoming known as the War of the Confederation. Chile's navy secured the sea which then allowed the Chilean military to invade Bolivia proper, at first being defeated but then succeeding in a second battle. Peruvian citizens then rebelled against the Bolivian dominated confederation. With these forces pressuring them, the PBC surrendered and was disunited after the peace treaty was signed. This war saw Diego Portales of Chile lead his country to war, but his citizens in Chile didn't understand why they were going to war, and public opinion turned against Portales. Portales was captured while inspecting his army and held captive. When some of the Chilean military attempted a coup by trying to take Valparaiso, they were beaten back. After this failure, the order was given to kill Portales. Public opinion, after hearing of Portales's assassination, completely changed in favor of the war, as many believed Portales was killed by the Bolivians. As a result, Portales became a martyr for the Chileans, and public opinion stayed in favor of war for the rest of the war.
With that background, with the recent Marxist revolutions in both Peru and Bolivia, both nations agreed to sign a treaty of union, becoming permanant military allies, as well as economic partners, among other things. The treaty also gave Bolivia a leased port on the Peruvian coastline. Recent Chilean military officials seemed to have found out a plan for Bolivia, and thus Peru, to retake the Chilean Atacama desert that was lost in the War of the Pacific. Chilean diplomats are now trying to ask for Argentine reassurance in case of war with Peru and Bolivia.
While full union hasn't been created yet, it is clear that that is what the Peruvians and Bolivians are trying to attempt. Many are beating the drums of war in cities such as Valparaiso and Santiago de Chile, while others are waiting for diplomacy to run its course. The relatives and descendants of veterans of the War of the Pacific have made speeches denouncing Peru and Bolivia, and calling on the Chilean military to reorganize itself and prepare for war.

You don't need to now, it can be an event later on, like if Peru or Bolivia occupies the Atacama, then they can completely unify.

Also, it said Brazil was WTO? Unless you changed it, in which case i would think Talleyrand would be okay with being allies.
