they are built for offensive Missions but can be used for defensive missions as well, like you can use the destroyer to defend a port, or a battleship can be used to defend a strategically important coastal city, submarines tho, cannot defend they can be used in offensive operations

Yes they can apart from offensive and defensive missions. For example the US embargoes Cuba, or PRC embargoes Japan..

Can destroyers bombard the enemy? now you have taken me to the deep It won't be much but it'll be maximum two infantries down, as the navy is bombing to help the land units and it isn't a fight as big as the land vs land or sea vs sea, its the navy helping the Army The navy only wins if the army wins (obviously) the enemies win if they occupy the port and the city (since cities come with ports)

At least if all coastal providences do automatically have all 3 cities holding a port available, it makes things easier to account for even if it's not matching real life.

I have a solution, the navy can only help in cities such as New York or Karachi (or any other major city having a port)

Then you have to go back to the wikipedia or something to check EVERY city that comes up in a TW. It's up to you, man. I would think it's easier to make it that ALL cities in coastal Providences has a port while inland Providences doesn't, regardless of name of city. That's pretty consistent for a game.
