Well the easiest way is to spend two turns to even things out perfectly
You notice my Egypt did it at a time when it was down a providence.
3x2/2=3 tanks 3 prov x 2 turns / 2(for halved production) = 3 new tanks.
Picard did held out a 0.5 tank (think of it as an unfinished machine) until a different phase and produced another round of tank building so he got 2.5 then 5 tanks for GB (5 providences). This can be sticky, if someone miscounted or forgotten, whatever.
Even number of turns used in production prevents that from being an issue IMHO the easiest way. 2, 4, 6.

Yes, it has been done. As Picard did so for GB. I still recommend doing those two turns in the same phase to piece together the halves of the last remaining tank to be built. It's a potential source of salt in the future if someone argues about that missing 0.5 tank, consider that possibility. And also it's easily for a phase be separated from the next phase by 5 or more pages in a TW or 15 pages for 3 phases later. Not worth the possibility if it can be easily done concisely in the same phase. Napoleon Bonaparte?

Another question .If a country A has troops just on the current troop cap and another country B comes invades the country A and takes a provience what happens to the troops that are over the troop cap?
