I assume ships all have unlimited range than? this really has to be answered, especially for countries that are really far from Africa (like Austria). Ships can move across an ocean in one turn, but you have to take multiple turns to cross multiple oceans. (For example, you can move across the Atlantic in one turn, but if you want to go around the Cape of Good Hope and cross the Indian Ocean, it will take two.)

This was used in my war (TW 10) Travelling via sea; North Sea (including English Channel) - cost 1, North Atlantic - cost 1, South Atlantic - cost 1, Indian Ocean - cost 1, Red Sea - cost 1, Persian gulf - cost 1, Pacific Ocean - cost 2, Sea of Japan (including Sea of East China, Sea of Okhostok) - cost 1, Oceania area (include the various seas from South China Sea to Timor Sea to Coral Sea) - cost 1, Mediterranean Sea - cost 1 Black Sea - cost 1 Caribbean Sea (including Gulf of Mexico ofc) - cost 1 Cape of good hope - cost 1 I added the cape of good hope in it.

General William T. Sherman ,I want to address the rule that at most 2 provinces can be taken from a enemy in a war. If country A invades country B and takes 2 of country B's province and offer a peace treaty. I feel that country B can just decline the treaty because no matter how many provinces country A takes from them they know at the end they will lose no more than 2 provinces.

Thats not even a thing in this game officially (but there will be events like the 1848 revolutions where liberals will begin to gain power in countries) I may have forgotten to list one that can form a nation, but most are there. Not every country can form a new nation, but you can ask if you can.
