I'd definitely own him regardless the promoting cost, but only in the very late game just for my navy collection. He is absolutely the best navy general, but his talent has little use..

Redenation to buy him:
Cheap infantery guy with enough quality. He has 4 infantery stars and with his guerrilla skill he has 5 stars. So basiccaly a 5 star skilles infantery commander for only 850. Yes, valivesky has more output. But valivesky is also more expensive. He will be good enough for every moment you need infantery. with him theres no need for valivesky, hell be good enough. And you save medals for more important regions like tanks etc...
He also has some artillery stars. And for only 850 he is pretty damn good in this region as well. Furthermore he has a lot of health.
Redenantion to not buy him
Who needs a beginning infantery general? Infantery generals are only for endgame and endgame only. He cant compete with endgame generals like valivesky, hes simply not good enough.
He also doesnt fit as a beginning artillery general, except for ace forces he doesnt have skills at all. Badoglio is just way better, one more stars and way better skills.

Vatutin is chaper and has the 5th tank stars and way better skills. Also Ozawa is way cheaper, worst general in the series so far.

I'll use him to take place of Ozawa. A tack-air with 230 health is valueable(even though he has lame tank output, but still).

He has crazy output, plain lvl4 and barrage lvl3 are very good skills. Furthermore hes weaponed against tanks which is great! He also has a lot of health which makes him great.
Redenation to not buy him:
He only has a little more output than govorov and is twice his price. Furthermore govorov can move 2 tiles, he only 1. He doesnt have movement stars for artillery at all.

And also he does not have Explosives.

eh anti tank is not the greatest because alien and that other nations like to paratroop (which is infantry) a tonne later on into the game. Also I saw some calculations by Zhukov on some other thread showing it's not as valuable as stuff like explosives, supply and ace forces.
