If it really is ffa, the ostrogoths are easy to kill off. Perhaps add another prov? And norse should have a naval buff. I think I'll leave the Ostrogoths as is. I mean, Judea doesn't have a big buff either. THe Norse still need a naval buff to encourage them to attack the pictled Picts.

Keep the Pict offensive Raid bonus (no defence buff though IMO, perhaps transfer defence to inf?), as the Irish light cav, the Hobelars, were famous throughout Europe. en.wikipedia.org/wiki/HobelarHere's some more 8-bit music!
