Funny fact none of Russian leaders has been a Russian Hell even Putin is not Russian, he is Lithuanian While it's true a number of Russian leaders were not Russian (Stalin and Catherine the Great come to mind) a lot of them where. Ivan the Terrible was born near Moscow, Putin was born in Leningrad/Saint Petersburg and Lenin was also born somewhere in Russia, and these are just a few examples. They were born there, but they aren't Russian Even Putin is not Russian.

But I don't think anyone wants to check Putin's DNA and give an unbiased answer for his ancestry... You don't need to go deep Putin's mother is Lithuanian

If you go far enough back in ancestry pretty much no one (from any country) is from that country. Russia started as a Viking colony or something like that so by that logic there is no such thing as Russian. It would also mean I'm Swedish because I'm descended from English settlers who are (very likely) descended from Vikings. It would also mean many many people are Mongolian because millions of people have Mongol ancestry. Your nationality is is not nessasarily decided by your ansetry, Putin is clearly Russian born in Russian and while yes he prossibly has Baltic ansetry that does not make him Lithuanian. Russia has nothing to do with Scandinavians, Russia (tsardom of Moscow) was east Baltic tribe lands, which in times of Ivan Grozny (already told about name) cut its bounds with Baltics and put Kazakhs in high standing places, to make him absolute king.... Nowadays Russia consists from over 400 nationalities, that mix is called Russian... Ask Jews how your nationality is decided, definitely not by place where you are born...
