Brainstorming in relation to TW15

Universities! I thought, why not have some kind of effect in speeding up scientific research... 

Will post a possible list of universities pre-placed, but I'm thinking of removing most of them and allow construction of universities.

Or to make this obviously simpler... I could just put a tech for building one university.

Edit: I'm going with the second idea. It's much easier to handle instead of trying to handle 20 universities. Just one university is fine.
