Here, I will examine every single one of EW4's 208 Generals. This will be formatted like Erich von Manstein 's WC3 General Analysis. I Will try to have 10 Generals done every week, so this will hopefully be done by April.
Scale:

A+: The best there is! A must-buy.
A: Great general. Great one for the squad
A-: Can hold down a spot in the final lineup reasonably well
B+: The average Joe can drag him across the finish line, but he'll be beaten-up.
B: Might be usable in the end for a good player
B-: The best players can use him in endgame
C+: A Master can use him until getting Lan and Victoria
C: Get rid of him in midgame
C-: Can be dragged into Midgame, but will suffer.
D+: Fit for Early Game Only, and barely that
D: A beginner will survive buying him
D-: Has some redeeming quality, but is still a pile of excrement
F: Just a face to put on a unit. No deal

Tier 3 will be rated on a 1-5 scale.
1: DON'T
2: Good General, but not a good buy for emblems
3: If you insist, you can get him
4: If you buy Emblems, GET HIM
5: The single best IAP. This will only be given to one General, as only one can be THE BEST.

Tier-1 Trainers will have an FT rating, shown by their color.
A blue one is the cheapest trainer for the field
A green one has a good price, or enough combat ability to justify their cost
A red one is too expensive

All the Econ skills you need! But she has no combat ability, so she can never see the Front line. Econ Master is replaced by Napoleonic Code, so anyone in a City can replace her. Get Kosciusko if you really want Econ for Endgame. She doesn't have 5 trade stars, so Arnold is better
C General. You can use her in early game, but not a keeper.

Scharnhorst's output, but fast as a Demon. Out of the box, she's the only one to move Heavy Artillery 3 hexes on all terrain. At endgame, she's the only onr that can move it 5 hexes. When trained, output is a mere 5.5 below Moreau, but movement is so much greater. 4* training also means great survivability, and 3* trade makes her a candidate for your Item Buyer. Endgame General.
A+ General, your primary Artillery.

4* Training+Steersman+Fireproof make her the Navy general with Best Survivability. Navigation makes her usable on Battleships and Ironclad. Best 1v1 Navy General when trained, possibly best overall. The problem is, there's no room for pure Navy in our Final lineup, and Victoria or trained Sophia are enough Navy.

Use her for a while, but she has to go by the time Lan and Victoria come about.

A- General.

Strike+Surprise+Assault Art, great output. Leadership, great for going behind enemy lines. 5* training, great survivability. She is meant for what Cavalry is meant to do: pierce through the lines, and operate behind enemy lines to find a city. With her output, she could punch the line at any point and still break through. Best General in the Game.

A+ General.

Her individual skills are nice, but they do not at all go together. In fact, she is weak. She has decent survivability (4* training) and movement (4* move) but she has no teeth.

You can use her as anything you want, but you can get superior generals for cheaper than she can be trained to replace them. Not recommended for endgame use, but has her place in midgame

Explosive? Good. Siege Master? Good. Spy? Very Good. 2 training stars? Usable. 3 move stars? Not too shoddy to start. Only Artillery Fort Cracker that can kill humans too. She's also a City Cracker. She's great at killing Forts and Troops in Cities, and decent against humans. A keeper from start to Endgame. Her movement, initially impressive, will begin to flop in endgame, but she is the best Fort Cracker other than Murat, so she stays. She is set for #2 Artillery, and can command any unit if trained (choice for Navy, too). Definite Keeper.

An A General.
