4 stars cavalry and surprise, where do we see that? Ah, yes, Dumouriez at 575 medals. What does Dumouriez have that Johann lacks? A second move star and trainer, plus a price tag 185 medals below. What's Johann got on him? Sailor. Sailor is useless, Dumouriez's trainer can be used on Lan.

He is a great Fort General, but you will use a Fort General in 1 campaign mission, and that's it. Forts are a waste of a general, so fort generals are a waste of space. If you really want a Fort Trainer, which you shouldn't, there's Ferdinando II at 365 medals below his price. Not recommended.
