The cheapest one with Banner! But people who use Banner care about being OP more than about medals, so Bachmann is out. If you want to experiment with flags, try Sakurako instead. Not Recommended

There are times when some extra power makes it worthwhile to pay an extra 200 medals for your trainer. This is not one. Banner is only worth it on a keeper gen. Fischer is a trainer. Grab Elphinstone, 195 medals below him, or his fellow Dane Falsen, 105 medals below him.

A somewhat stronger Elphinstone, costing 90 medals above him. But he's still the 2nd-cheapest Navy trainer. Nonetheless, since Navy is a frill, we can wait for Elphinstone and keep 90 medals. Not recommended.
