Keep in mind that Kate is a good navy general, probably the best when trained. However, Victoria does have naval abilities too and navy doesn't really matter.

If you are good enough, you can probably get her from other countries in that year. I got her on my Ipad as France, but long ago I think I used this guide I'm about to post for HRE. I completed HRE 1798 in 46 turns, however, i think my "years ruled" for Europe did not change (350 years)... All because I left Poland's northern most arty alone for Suvorov to advance... (Real mad at hem, he made no movement but stand still and build arrillery bunker for the whole time!!!) From the start, I was expecting Suvurov advancement would defeat that arty and help strike Warsaw. Dissapointed. Also, is 46 turns enough for Isabella? (Probably not) And is there a requirement for getting her like the no. Of years ruled? And also the resources?!! If you can solve this, please post. That way it's quicker for me to just look here instead of going back and forth. Thanks.

Nvm, got Fatimah in 45 turns all thanks to when I loaded my previous conquest (HRE 1798), where the last strike was left to Sweden (Killed that arty > The resources where at: 3879 gold, 403 steel, and 1739 food. So yea got 45 turns P.S: I haven't received Isabella however... what should I do? (450 years ruled now, btw) I also have 652 medals (may get Kutaisov)

Try getting more resources. Also, more campaign stars may affect it slightly. I got Isabella on my GB campaign after getting 25 more stars. 45 turns, a good amount of resources, and solid campaign stars do fine for Isabella. As HRE, it takes a while to get that perfect scenario. So many things can go wrong: France lasting longer, somehow failing in Ottoman Empire, Spain going to Africa (my least favorite), Poland somehow surviving or Dombrowski running off to some random place, Norway taking forever to kill, etc.

Hmm, do you know the exact campaign stars needed? Or what was your campaign stars when you got Isabela? Also, to get more "years ruled", can you repeatedly keep completing HRE 1798?

Get Kutaisov now, you can use him on HRE though his low HP and Regen. However, once you get Isabella, regroup Kutaisov. Sophia, Isabella, and Sulkowski should get you far. Also, you're pretty close to Warhorse and Snare Drum, so once you see them in Campaign, buy them. Note: I think Isabella has 3 stars trading which is decent.
