Well, now I have both items (On War and Napoleonic Code) and once again only a terribly low number of medals. Grind time!
Fatimah is out the door as soon as I have saved up for a trainer general. Until that happens, I want to keep a four-general lineup in case I want to play as a minor nation for fun. For example, now that I know how to survive to 99 turns as Sardinia with no Academy generals, it's time to relax a little and see if it's possible to WIN in that many turns when I use them and all my equipment.

Congrats but i have to say you waste your medals for On War. No criticise here but if you want to have enough good upgraded Gens and items (both pay or free) you need to grind a lot and you can max all your gens w/o On War in grinding process. Napoleonic is useful items, i think it works very well when you play low stars nation in Conquest or hard Campaign stages (very low income at begin, and you dont want to waste one slot of Gen for beautiful vase like Fatimah). What is better than 1 mighty Veteran can boost your income in hard time ^^. You can put Napoleonic in every deployed Gens stay in big city to get more income in current turn. It helps a lot.
