So I just played today as Sweden 1815 and I thought when I stole Frankfurt from Prussia they immediately took it away from me because I didn't put anyone on it. My guess is: Neutrality of a country depends on -The level of the city you stole -The number of cities you stole When you steal or attack a neutral country the game picks a number from 1-10 1-3: Gives you a warning 4-6:Turns Green attacks everyone 6-10: Joins the enemy, Turns red or blue It is also the same with allies but depends on real life events like: In 1809 Russia, Austria will be neutral after stealing 2 cities. Some Countries who have a strong relationship in real life will allow you to steal MORE THAN 2 times from them without even turning neutral. Note that some countries who are "strict" will surely steal or retake back the city you stole. It depends on how many you stole from them. Capitals like Paris are another story. Stealing one from a neutral has a bigger chance of them declaring war against you. From an ally like I did from Prussia, they just turn neutral. I suggest taking level 1 cities. You can take about 3 to a neutral before they declare war on you. If you keep stealing they will be alerted and put a stationed troop in that city.

Incorrect. Actually it is random how many times the change they turn, and whether they join Green or the traditional enemy.
It's purely a matter of probabilities whether you steal twice, thrice, or ten times over before turning them

Actually never thought of that. Although I might have to prove it more

Generally you can rely on two thefts turning them neutral and then the third turns them hostile, but sometimes a particular nation is amazingly forebearing; I had a conquest recently where I must have stolen from the Swedes about four times before they turned hostile, and even then I had to fire on them twice in order to push them over the edge. OTOH Great Britain? Neutral on the second theft, hostile on the third (fortunately they were already paralysed so there's nothing they could do about it).
The minimum in my experience is guaranteed - two thefts is safe - the maximum is whatever the game serves you up, so save before each subsequent theft, because stealing from a large ally when trying a princess rush is probably the worst and most frustrating thing that can happen to you.

Stealing multiple times can be averted by s/l.

I wanted to do a total conquest 6 general rank and nobility grind and settled on 1812 Netherlands because it is easy to turn the USA and once they turn all enemies come to you.
After taking two facilities, USA turns neautral (black). Neutral countries no longer take action. Both the red and blue team will attack them.
After being attacked twice or having another facility stolen, they will turn red or green. Green is a 3rd combatant, both teams will attack them. Unlike neautral countries, they will attack. Presumably 2 green countries wouldn't attack each other.
If you want to do total conquests, how and when they turn make a big difference. For ex, neutral USA was destroyed quickly, green usa weakened the red team considerably, red usa turned the whole map vs. the Netherlands.

Stealing requires a save before. The reaction seems to be random with a strong bias, but with enough tries every reaction can be forced.
I have the problem: I get the chance to steal, only very early in the conquests. After round 10 for example never. Except some ports maybe - AI seems not to be much interrested in ports.
How do you turn an distant ally for a complete conquest?

How do you turn an distant ally for a complete conquest? It seems nearly impossible. You need to steal some facilities to turn them. Usually just turning your own main coslition partner makes a big difference. In 1812 if USA turns red, the other countries fall quickly.

One thing I did notice is that stealing 2 in a row will turn them neutral and 3 in a row will turn them enemies or provocated neutrals (Green). In a row, I mean in same round.

Oh yes turning your main ally changes a lot - and can be risky. Even neutral you can't march through their units what jakes ways longer. With my 'dont defend' tactics, changing an ally could be fatal. Green is team #3, even in some campaign missions. I understood that there can be even team #4 with color black. Neutral is then transparent. I can't see the differences on my phone.

Does team black move? I first noticed in an 1812 conquest that once USA went black they stopped moving. Not sure if that is always true for team black.

Light green is team #3 IMO we have even Black? and transparent, but they look all so similar - I will keep this question in mind for my next modding (there can be even more fractions) Changing an neutral to green: (ctb nobility grind)

Changing an neutral to green: (ctb nobility grind) Is black and transparent possible? Dark-green or black. If I move the phone a bit the colors change - how do you call the first neutal color ? - but transparent I encountered once. I will mod it out.
