1. Washington (because of Gatling gun). 2. Saladin (at least one good cavalry general is of great importance, and I do not see who else it should be in your team). 3. Nelson (to make your archer's team a killing machine).

Should I XP grind first or purchase a new general or level up one of my own?

It is a matter of hours (maybe one day). Give him best equipment (with experience bonus) and use him in every daily mission. I also think that upgading Nelson's Commander skill would be very useful in your campaigns (untill lvl 8 it is not very expensive). And this team is definitely capable to conquer 155 cities in Empire (400 medals per day). I've done it with only Caesar, Saladin and Bismarck lvl 5. In some levels though Li Simin and Bismarck should work together. And in autobattles archer's team is the best possible.

Nobunaga should be last because he will lose his double attack skill.

So what do I upgrade first? Li Shimin or Nelson? If you can hire Bismarck (at level 70) soon enough, then Li Shimin could wait. If not, then probably Li Simin. But do not forget to upgrade Nelson's Commander skill. In your team it could be a driving force...

Besides I think that you mainly competed formation of your team (you can only replace Cath with Li in Industrial age). So you have a good team with big names. Now you should focus your attention on skills (team and personal). For example, minimal requirements: Nobunaga - Leadership 7 Spy 7 Washington - Logistics 5-6 Nelson - Commander (as high as possible) Saladin - Logistics 6-7 Li Shimin - Logistics 4-5 Alex - Spy 6 Bismarck - Rumor 6
And do not forget to obtain Keel sword from conquests as soon as possible.

U can change 2 generals: 1. Alex for Barbarossa ( Barbarossa have better ability, have big HP, u will use him for tank + he lower 50% dmg to someone who crit 2. Saladin for others but best is Blucher. I lose soo much medal to max his Logistic btw that going good in early, mid but not in late game, u will use ur main equip on archers and for Saladin will have low dmg weapon so he can't even finish enemy with benefit ( mean lose 400 HP and got 300 HP ), so better find sub for him. I recommended to save Catherine just till get in next era then will come Li with commander skill for better output ur archer generals. U can lvl up her but no need to up and ability.

I am not sure about Blucher. 3250+upgrading+skills - it will take ages, and in the end less attack than Saladin has (And all those problems that Saladin has)

Why level 7 for Leadership and Spy? level 6 is the one that gives a duration of 2. (10% more chance might be good though...) I have mine on level 6.

Personally I hate to see it fails in crucial moments.

Back to Saladin... I think that a sole cavalry general in archer's team is basicaly for mopping up operations. Saladin (+50 attack bonus against infantry at level 5 and -50 percent damage from archers at level 6) is good for that kind of job. Of course, Blucher has Armor master. But it is expensive and in my opinion difficult to trigger, for at level 6 Blucher has no attack or defense bonuses. And his attack will remain 650 (without weapon)- not very impressive in latter stages for a cavalry general. Blucher is very efficient imo in team with Attila (one gives attack another has defense).
And Saladin has also Attack expert skill. It gives him 745 basic attack points (only 10 points less than Khan has)
