About rank and nobility items I think you are right. Staff and crown increase nobility while art of war and on war increase rank.
Flags for truth are nearly useless and generals have banner skill too, Napoleon for example. However some are strong (if they change banner skill to another useful one maybe they are stronger LoL) like Nelson (not really recommended) or Dombrowski. Flags stack as normal.
Tent, camp are supply items which add directly to general nobility. For instance, a lvl 10 nobility will show 22 if equip with 2 military camp(10+6+6=22).Note that they affect after finish turn.
Finally, only maximum defends, attack and movement items are worth to buy. It means you should buy +4 def,+6 atk,+2 move only. +6 supply items also, but +4 supply is fine for conquest.
