Although if you are asking what unit should you use him on, just put him on the strongest thing availiable.

Yeap in general always pick the strongest in term of damage so armored car -->guard cav-->Heavy cav-->Light cav

Although sometimes it can make sense to pick say a light cavalry over heavy cavalry because some countries have a national bonus to some of their units.
In our example If I remember correctly Russia add bonus damage to light cavalry,the Ottoman to heavy cavalry ect..

Also sometimes speed is more valuable than a couple points of strenght and finally single formation or double formation can add value.

That depends on the stats of the country. I usually have Lasalle on armored car and Joachim Murat on Guards Cavalry: The enemy just gets blown away. I feel sorry for the opponents of my task force
