He has not appeared in any of the ww2 campaign or ww2 conquests. If he is added than he will only be in the general shop

There are a lot of generals that you can find in campaigns and conquest but are not available in the general shop. I do hope they will add more general soon but, honestly, I cannot think of any reason why ET does not put all generals in the shop from the beginning except for they don't plan to add them at all.
Anyway, in WC4, there are skills for air generals. e.g. airforce leader and carpet bombing, and since I see many of them have explosive skill, I guess the skill also works for air strike as well. So being a good airforce general in WC4 is not just about having 5 stars on airforce like in WC3 but also need a good set of skills as well.

He was responsible for Dunkirk, his arguments that Luftwaffe will finish off allied troops were decisive and Hitler ordered the panzer groups to stop. 2. He was responsible for failure in the Battle of Britain. His inconsistency saved Britain on the brink of collapse. He failed to fully understand radar and its implications. 3. He was responsible for promising that Luftwaffe is capable to supply 6th army in Stalingrad. 4. He was responsible for many failures in German war economy. Albert Speer commented in his book that if Goering did not understand a scientific development, he would not give that development his support and reported accordingly to Hitler. Speer claimed that the V weapons could have been ready two years before they were first used in 1944 but for the lack of support from Goering. Without any doubt he was a very capable piliot and a courageous person, but after he was injured during Beer Hall Putsch, he used drugs as painkillers intensively. And this can destroy anyone's mind and abilities. It is interesting that some German ww1 aces were prone to mental breakdowns. Another example is Ernst Udet.

In ww1 we have to be the shield for the french soldiers in order to guarantee their people's safetiness.
