I believe so yeah. The skill is accuracy so try to add it to one of your generals to find out. Usually once the skill icon pops up you have it.
Thanks for the answer. However Accuracy is not unlocked in this level. It is unlocked in Siege of Leningrad Hard.

Yes you can check the skills you have by clicking add new skills, or change skills. Just capture the city and leave if you dont want to finish the level. You will instantly unlock the skill without having to finish the game.
