I guess it's a hybrid, as troops with low morale will take more damage also. Are you sure troops with low morale take more damage? Checking unit stats after low morale, only their attack decrease, their defense stays the same. Thought the same, as that was the case with their earlier games.

Troops with Low morale acually did take more damage in EW5 because their defense was lowered. It does not appear to be the same for WC4 because their defense remains the same after low morale.

I still think Blitzkrieg is going to be useful on a top tank general. You aren’t taking a lot of hits, but over the course of a conquest or in Modern Warfare scenarios, you will still be getting hit. Blitzkrieg lowers incoming damage tremendously.
We’ve gone round and round on Rumor. I prefer straight damage abilities for my top rank general. Rumor is fine for other generals is you like it. I’m generally not hanging around long enough to see much benefit from it except on naval battles.
My five abilities for a custom tank general would be: - Panzer Leader - Armored Assault - Blitzkrieg - Plain Fighting - Explosives
With medals for Panzer Leader, Armored Assault and Plain Fighting, you have an absolute damage making monster.
Artillery commanders are a bit different. Artillery Barrage isn’t spectacular because you have to be below half HP, and artillery are already squishy. I think you could pick Artillery Leader, Accuracy, Explosives, Jungle Fighting (or plain) and a utility skill like Rumor or Machinist or something for that last spot. Ace Forces is also a solid choice. It provides decent increased damage output over time.
There aren’t that many great naval skills, so you could easily make your naval commander a hybrid.

Sounds like Manstein. Tide of iron can be also nice, a close contest with explosives. Making naval ones a hybrid does seem a good idea, just give Yamamoto some inf skills and he will be as ready as Goring.

There will be no final decision. It is all about play-style. As for me I think PF/JF/MF is way too situational for a tank general. Even with Manstein first reason to place him in a battlefield is not a terrain type, but the quantity of enemies he can hit same turn. In case there is a choice whether to place him in Plains and reach only 1-2 enemy units and to place him any other tile and to reach 3-4 unit... the choice is easy for me. I am placing him so he can kill as many units as possible same turn. In conquests there are a lot of infantry and artillery units You can easily kill even with Your 3rd tank general (without medals) like Rokossovskiy for example, so there is simply no need for additional damage from PF/MF/JF.
