Testing strategic bomber damage on mech inf with 10 defense with Yamamoto. Normal damage is between 55-70 and I got a average of 62.2 As soonerjbd mentioned when airforce leader activates there is not ding sound, gold skill icon on the unit, or red numbers that appear. You have to look carefully at the numbers. I had difficulty as my Yamamoto only having lvl 1 airforce leader meant it was very hard and rare for skill to tigger. Average of 89.5 when airforce leader triggered. So 43.8% increase from my first result test.

Testing SRB missile on motorized infantry with 10 defense using Yamamoto Normal 78-83. Avg 84.4
The one time I believe I got airforce leader triggered I got 107. Only 26.7% increase but its only 1 result and I don't think I can be doing this much longer waiting for the 8% to trigger.

There are important pairs - PL/Armored Assault, AL/Accuracy, IL/Raider. Air force Commanders don't have the analogous pair. Carpet bombing is not quite the same booster for AL as for example Armored Assault skill for PL. So we never can have the same success with it as with other Leaders...

The answer seems rather obvious. The higher the attack, the more the effect of the Leader abilities scales. The exact formula is elusive, but it appears that the more tech and damage abilities you have and the better the base attack of your unit is, the higher the effect from the Leader skill.

The damage for panzer skill is made procentually, base attack without leader skill * leader skill, I think it gives up to 30% increase to base damage when triggered

Setting - I test this on an invasion where I can choose my unit freely. - attacker on non-plain to avoid plain fighting skill boost - target light tank with armor = 15 on plain to avoid damage reduction - normal morale level on both attacker and target - attacker has HP more than half
I test with two unit type...
Triple stack armored car: base attack 55 (85 with general) - no pz leader: 85 92 86 86 83 71 97 98 92 84 100 95 100 100 84 Avg = 90.20, SD = 8.39, N = 15 - pz leader triggered: 145 130 117 126 155 120 139 158 134 139 Avg = 136.30, SD = 13.74, N = 10 - Diff = 46.10 or 51.11%
Triple stack heavy tank: base attack 76 (106 with general) - no pz leader: 115 120 111 94 98 115 109 94 115 128 105 113 104 112 98 119 105 96 114 119 123 98 Avg = 109.32, SD = 9.94, N = 22 - pz leader triggered: 190 195 170 183 164 186 168 182 189 201 173 Avg = 181.91, SD = 11.85, N = 11 - Diff = 72.59 or 66.40%
It seems that the boost is bigger for unit that hits harder. Maybe it has something to do with unit's base damage. But you need to keep in mind that the sample size if kinda small here.
Anyway, at least it is certain that the skill is good at higher tech when your unit hits harder. Given this setting, 40% chance (assume mac lvl with no medal) to get a 72 dmg boost is about 29 damage on average which is nice.
One thing that is bothering me is the trigger chance. My pz leader skill is max with medal so it should trigger 60% of the times as it's shown in the description. Yet, as you see above, it did trigger only 26 out of 58 times which is only about 44%. The medal boost is bugged?

And like I keep saying it seems like a percentage increase with a complex formula.

Using binomial distribution with probability = 60%, number of trials = 58, the chance that event occurs (pz leader triggers) 26 times or less is only 1.38101588700077%. Statistically, it is convincing that there is something wrong with the 60% chance to trigger.

Battle of Kursk normal. My Vatutin (PL lvl 3 plus medal, 36% probability in total) attacks a German heavy tank. Number of trials 30. PL triggered 11 times. It is very close to 36% probability...

Probability (if something wrong with medal) is only 24%.
