My General Strategy:
1 I buy Osawa and use him as arty general in the beginner missions
2 On my way I get Badoglio
3 Then I save up for Vatutin
You can buy Vatutin in step 2 and Badoglio in step 3 and vica-versa but I prefer Badoglio first

I unfortunately did not find this forum when I started, and soon I had a ton of mediocre generals. They I got those and Guderian.
