No, it would almost be like a premature WWI, only with Britain and France against each other instead of France and Britian against Germany. So, no it's not restricted at all. I will create a new thread for this scenario.

We need rules for a war like this (it's own rules drafted by Sherman, who introduced this war game here) and everyone will have to follow them
Not like nukes or I pop out of nowhere to wreck you and your allies stuff.
Without rules the result is in front of us.
