While I also haven't beaten this mission yet and am only preparing for it, I would recommend getting Konev and Rommel for extra firepower. I would also upgrade Guderians base skills to level 3.

I am saving to get Konev soon, though even after buying him it would take a while to upgrade his skills to a level good enough to use in this mission. I guess for now I will be stuck at this mission for a while.

Recommend having as much firepower as possible. Full tech tree tank artillery. Strong generals as upgraded as you can. I tried this one once with pretty good generals upgraded, good tech, and got all lower cities below mid line then I got anihilated quickly. Those Titan tankers and mega artillery are hard to kill and hit you with gusto. I started game completly over to specifically build to destroy these sunglass wearing punks. When I meet them on the battlefield next time I'll have Rommel, Guderian, Vatutin, Konev, Leeb, and one more decent tanker, all with rumor, all upgraded highly.

Joint Declaration is even more ridiculous. Bing considers it to be harder than Operation Antarctica (AKA last campaign mission).

To clarify, by starting over I am eliminating any waste of medals on mediocre generals or useless skills,and ONLY getting wonders that really matter(resource related wonders marked priority in the library guide) This way I can direct those saved medals and resources towards powerhouse generals and vital upgrades. I am very, very happy that I did this. I'm currently half way back to modern war( Europe Pacific hard, Cold War normal)

Benteke, Osborn, Williams, Coulson and Wagner especially. These are all very strong generals. The only general that is somewhat easy to defeat is Coulson, if you have 1-2 naval generals with rumor. He will position himself at the edge of the map, so you can use 3-4 units to surround and confuse him. Other than that the rest are just guarding the cities, and the only way you can triumph them is to have rumor. Morita is easy since he's on an infantry unit |

Upgrading Guderian's base skills to level 3 isn't nearly enough. Can confirm from getting screwed by a 72% blitzkrieg.

I did it guys! I finally did it, after 10+ tries. I eventually gave up on the orthodox method since my tech wasn't maxed out and I didn't have Rommel.
I sent Guderian alone to deal with the two generals attacking the nuke-producing city, and sent Konev, Vatutin, Nimitz, and Messe to the west. After dealing with those guys, I built two nukes, dealt with the cities in the east, and lured the general in the northwest out. Then I nuked and captured that city, and used my generals (all still alive) to steal Baghdad. I finished it one turn before the limit.
Unfortunately that means I'll have to return to this mission at some time, but at this point I don't even care.
