Military
Maj. Gen. Konstantin Kirkov assembles a force of over five hundred volunteers, for the initiation of the Bulgarian Navy. Laws are passed in the Diet aimed at helping the poorest, worst off peasants in Japanese society become richer and able to support themselves more. A motion to change the nation's flag also passes the Diet, making the Imperial Japanese Army's flag the new national flag (the IJA's new flag is now a bright orange color to distinguish between the two). One day, a Japanese noble returning from travels in the West gets the idea to build a Japanese flying machine that could fly around the world someday; many people in the West had tried and failed this idea, so why shouldn't the Japanese give it a try? The idea intrigues the Empreror and many of his advisors, so government funding is directed at trying to successfully create a Japanese flying craft. Speaking of whom, Meiji still has big plans for East Asia. The glorious path of expansion for the Japanese Empire shall continue very soon, but for now, the people of Japan will rest and prepare themselves for the future.
Military
The number of Japanese troops has been reduced to 200,000, each now equipped with the Arisoka T-97 rifle. 100,000 troops in the Japanese Islands 50,000 troops in Taiwan 50,000 troops in Korea In the navy, 2 more battleships and 2 more submarines join the fleet, bringing the fleet to a total of: 16 battleships 20 submarines 20 destroyers Balloons have been introduced for limited use in Japanese military purposes, mainly for scoping out surrounding territory and signaling faraway detachments of troops.
Economy
More work is done to connect Korea with itself and with Japan, with more communications, roads, railways, and passageways through the mountains being constructed. Japanese farmers are encouraged to try and diversify their crops, in the hopes that Japan can diversify its exports, and modern farming techniques are starting to be introduced to many peasants to improve farm output.
World
Japan watches the events concerning the USA and Austria-Hungary with interest, but still refuses to involve itself in the conflicts of others.

Dom Ludovico is now more worried than ever of potential European intervention in the New World. He proclaims the Ampudia Doctrine (Named after Secretary of State Joao de Ampudia), which states that any and all European intervention in the New World done without the consent of both the United States of America and the Second Brazilian Empire will be met with a declaration of war. Ludovico requests for President Roosevelt's ( António Salazar ) administration to sign the Ampudia Doctrine to make it official. Ludovico wishes to make it abundantly clear that the Second Brazilian Empire holds no stance or position on the American embargo or the domestic issues of the Austro-Hungarian Empire. The nation is only interested in the preservation of the Monroe Doctrine and now the Ampudia Doctrine. If Emperor Franz Joseph ( Chancellor Otto Von Bismarck ) agrees to preserve the sovereignty of the New World and not intervene in the affairs of the New World, we shall withdraw from the crisis. Political Edward VII is now officially the Emperor of India. Feminist movements are growing, so the the government recognises some of their demands. That helps to calm them down a bit. Military Determined to end the Boer War, The British send 50,000 men to crush any remaining resistance. Need a 6 or more to win 5_LwyAjgA close victory! Soon after their defeat, the Boers surrender and their territories are annexed by the Great British Empire. The King also decides to send 25,000 troops to New Spain as volunteers. A research programme aiming to improve the armor of Battleships and Dreadnoughts is initiated. The King is not exactly pleased by the result, but it could have been worse. Ship armor has umproved moderately. Foreign Policy Seeking to improve relations with USA ( António Salazar ), The British Empire applies minor trade sanctions to Austria-Hungary ( Chancellor Otto Von Bismarck ). King Edward also offers Brazil ( Ivan Kolev ) financial aid in case a war breaks out. Delighted by the support of the United Kingdom, the United States has decided to stimulate infrastructure projects in Belize, known as British Honduras.

Miltary: We start invading the Celebes we send 10.000 men over to help the people inavde the island. Our machine gun testing is going good. We start equiping the army with new guns. These new guns are being tested at in the Middle of Frysland and some in Indonesia. Naval : Our new dreadnots are being testes with in the North Sea. We now have 5 dreadnots. We also start training into a invasion via Sea. Political: Our new members in court of Dutch Indionesia are Indonesian. People in Indionesia start learning Dutch more and start using it at home. Most people in Batavia do that. We also start showing interest in buying African Lands. USA and Austria-Hungary conflicts : We decide to stay neutral. Seeing as we cant fight any of these nations. The Austrain Hungary population is in favor of us supporting the Austrains while the normal people rather choose USA over Austria.

Qing Empire, 1903
"Our land is so wealthy and prosperous that we possess all things. Therefore, there is no need to exchange the produce of foreign barbarians for our own." -the Qianlong Emperor
For almost two centuries, the world in China ruled by the Manchu Qing dynasty had only consisted of China. It was the Middle Kingdom, the center of the world, living in splendid isolation. Yet in the 19th and 20th Centuries, the Qing Empire was hit with a great realization: the world has no more Middle Kingdoms. Many kingdoms rose, all vying for power. The Qing was aloof to this reality, and paid the price: heavy defeats and unequal treaties.
The disease was not cured by the Self-Strenghening Movement. Its objective was mainly military and it only gave the warlords even more power to tear China apart. The ill-informed Hundred Days Reform failed and the Boxers led China into a humiliating defeat where Beijing itself was besieged.
In these days of discontent, the foreign office, newly created by the Boxer Protocols, has given a glimmer of hope; perhaps revenge would be more fitting. Kang Youwei and his student Liang Qichao, extradited from Japan, are to be executed. The main leaders of the failed Hundred Days Reform, opponent of the rightful rule of the Son of Heaven. To signify a new era, they shall not be beheaded or cut. They shall be shot by firing squad, in public.
The shots ring, its echo forever in the ears of the Chinese.
The Grand Council establishes its first priority: paying the Boxer Indemnities ASAP, taking the Qing economy back in control. Two programs are passed by the Grand Council and approved by the Emperor. First, the Land for Silver initiative, where land leases are exchanged for debt forgiveness. The program begins in its earnest, with Qing diplomats scurrying into foreign nations and starting correspondence with the respective nations' foreign offices. Second, a reform on the tax collection system is planned. Tax collection would be done by the central government, with taxation districts regulated under a new Bureau of Taxation in the Ministry of Revenue. A new tax plan is unveiled, planning to abolish the likin (goods transport) tax. Commercial tax is reduced to a flat rate of 1%, and land tax (not property tax) is raised to the Song levels of 10%. This tax plan should bring development because:
1) Lowering commercial tax incentivizes trade (abolishing goods transport tax too). 2) Pure land tax incentivizes development of land, because land is taxed the same way regardless of income generated from land. Thus the land that generates more income profits more.
This tax plan is not expected to be fully implemented in rural regions until 1905, while regions directly under Imperial control are to use this plan immediately.
On industrialization and infrastructure development, the Qing relies mainly on foreign investments, particularly Japanese in Manchuria. While the Qing government has no capital as of yet to sponsor industrialization, preparations are made. In rural areas, guilds of people with a certain skill in a certain village or area are made, where from these guilds factories would be made. Second sons and further of landowners as well as some children of tenant farmers are marked to lead these state-sponsored enterprises. On infrastructure, the Qing government is hesitant to build more, but orders a series of inspections on existing ones, to better get a grasp on further development plans.
However, the Grand Council realizes that no true economic development can occur without curbing the power of landowners. In secret, a campaign is done to turn public opinion into creating communal rule in villages, ensuring proportional representation. To reduce corruption, middlemen are to be cut - low level officials now, but the plan has some grand ambitions; namely, the abolition of the position of viceroy.
Western model schools begin to spring up all across the nation, with Confucian thought sidelined for the hard sciences. In due time, the Grand Council plans a new curricula; hard sciences being mandatory, foreign language and philosophy being electives.
Empress Dowager Cixi begins a rehabilition of the Guangxu Emperor, involving him more in day-to-day rule. Cixi tries to impart some political tact into him for future rule, with the Guangxu Emperor appearing more frequently in public events.
On the military itself, China finds itself in the same political and economic disunity. The Grand Council understands the need to create a standing army instead of many provincial ones, and forms a 10,000 man corps, armed from leftovers of Boxer armies and trained in semi-western methods as a cadre army. In due time, the numbers for this Imperial Army will grow, and all provincial armies will be merged together into one Chinese military.

Spain 1903 (Part 1 of 2):
Political:
Old Spain is facing political catastrophe. King Alfonso XIII had no remaining relatives, except Maria Christina of Austria. She has been successfully coronated, which divided Spain, mainly because she isn't even Spanish or male. New Spain has finally found a suitable monarch to rule. By offering the remaining lands of Aragon the ability to rule New Spain, their lands have been ceded to us. Our monarch is now Phillip V of Aragon (I believe there's four Phillips of Aragon if I'm not mistaken.)
Economy: Old Spain is suffering even more economically. With the loss of major cities, it seems that the economy will collapse. Also with recent political change, many are refusing to work and have gone to attend protests. New Spain is actually doing meh in economy, which is better than before. With British (Wilhelm Ritter von Leeb) financial advisors, we've been able to successfully improve and complete large industrial projects.
Military Old Spain's army is suffering from lack of organization due to revolts. The conscription has left the number at around 850,000 men, because of the newly ceded provinces. New Spain's army is actually prospering. We've gotten British (Wilhelm Ritter von Leeb) military officers to improve organization. Also the number of just Spanish soldiers has reached 500,000 with the newly ceded provinces. We also have volunteers from other provinces in the world including Britain as well. We are requesting that Britain (Wilhelm Ritter von Leeb) prevent Old Spanish forces from crossing Gibraltar and asking them to officially declare war on Old Spain.

Year 1900-1902- Tensions rise between the Norwegian “government” and Sweden. Sweden declares an ultimatum and raises her army to march on Norway. The 50,000 stron force marches directly towards Oslo. Norway is prepared and her border forts are manned. There are approximately 20,000 troops.
First Battle: Swedish forces begin the attack. A 10,000 strong force marches north under the command of Gustav Stanislaw(some random guy). Remaining 40,000 arrange themselves into 3 flanks and begin attack.
Since enemy is prepared, 11-12: Complete Victory, 8-10: Victory. Enemy pushed back to Oslo, 6-7: Victory. Enemy falls back but prepares a counterattack, Anything below 6 is an automatic defeat. Y6yWhx7a A 7. Sweden seizes the forts and prepares for next stage of battle. Since I’m feeling lucky, if we roll a 11 or higher, Norwegian forces surrender and we regain control.
Damn!
Norway retreats a few miles outside Oslo and digs in. They’re awaiting reinforcements. Sweden wastes no time and makes another push to break them. Since they’re already demoralized, an 8 or higher will break them.
Norways retreats yet again. They fall back to Oslo and remain unbroken. They have received a 5,000 strong militia. Their army numbers: 21,000(5,000 KIA). Our army numbers: 44,000(6,000 KIA).
An attack on Oslo. Anyone who surrenders will be given mercy. The rest shall hang! With this proclamation, the Norwegians surrdender.
Modifier: Will roll dice for unrest each year

Brazil 1904: Political: For all the good Dom Ludovico has done, there is no doubt that he has more than an inflated ego. He has begun developing a Cult of Personality around himself and the rest of the Royal Family. He renames the city of Fortaleza to 'Villa do Ludovico" (Town of Ludovico) and provides titles to the former Brazilian royals, himself, and other figures. Pedro I, the first Emperor of Brazil, becomes Pedro the Father Pedro II becomes Pedro the Great Isabel, his aunt who proclaimed the Golden Law which emancipated all slaves, becomes Isabel the Emancipator King John VI of Portugal, the Portuguese king when Brazil became independent, becomes John the Horrible And Ludovico proclaims himself Ludovico the Liberator A portrait of Ludovico and Pedro the Great is to be hung in every town from every church. While critics state that Pedro himself would be ashamed by this new Cult of Personality, it is aimed at preserving the positive view of the monarchy and the empire. Economic: Tariffs are lowered for Austria-Hungary ( Chancellor Otto Von Bismarck ) in exchange for military and industrial advisors. Ludovico warns the Emperor of the K.U.K that trade will be cut in the event of any intervention in the New World. Monopolies have taken root in Brazil and proceed to expand like a tumor across the country. While Ludovico worries that these monopolies might threaten his reign and potentially the economy, he is content with them for now as they fund more and more factories and hire more and more workers. Rio de Janeiro and Salvador become major areas of industry in the country. Iron is imported form China ( Laurent de Gouvion St. Cyr ) in exchange for rubber, allowing for the production of steel to be used to build buildings in Brazil's growing cities. Rubber is used to create tires and other products for export abroad. Brazil steadily emerges as an industrial power. The Senate, in charge of assigning taxes, removes all taxes on all monopolies and factories so as to further themselves. Social: Immigration from Europe surges as events like the Spanish Civil War and massacres in the Balkans leads to immigration from Spain, Catalonia, Serbia, Greece, Albania, Armenia and Bulgaria increasing tenfold. The growing number of Orthodox Christians leads to conflict with the mostly Catholic nation, leading to riots in Sao Paulo. Diplomatic: Ludovico is informed of a Bolivian army of 15,000 marching from La Paz to Acre to reclaim the area guarded by 10,000. No major actions had taken place in the area since 1901, and the Brazilian troops there were taken by surprise. Due to the Bolivian surprise attack and the fact that Brazilian supplies hadn't reached the troops by then, it will take a 10 for the Brazilians to win this battle. GauTFno_A defeat! The Brazilian army withdraws from the Acre region and resupplies. Propaganda pamphlets stating 'Remember Acre!' are spread throughout the nation, aiding recruitment. ·

Political: Joshua Valeta Proposed that of there is more than 4-6 parties and there will be a majority of no less then 20 as the victor that the election be postponed and be re-decided what party is best. It passed and he stated it was not an attack on democracy like we are seeing in A-H but a way to flush out indeciveness. Two dice rolls would be made to determine the poverty control laws current affects.
Mixing Classes:zX8cuW5n Poverty Control: Medium gains. The laws had surpassed Joshua's expectation about 50 percent of the nation's poorest were pulled out of the worst poverty imaginable, along with the poor.
Economy: The famine was somewhat passing. An emphasis on making more children was made by running a campaign. In 2 years the current result would be made. The industrial project would continue as more factories wouldbe built. The port was finished and ships for the french would be built.
Naval Doctrine: The prototype was finished, It was a more cost effective version of the dreadnought. Other modern ships were built as to bring the navy larger. 2 newer ships and 2 submarines were built. The marines numbered about 6.5K. Training continued and better equipment was continued as every year the Greeks would modernize more and more. the military port was near complete.
Land Doctrine: Varies returned and oversaw that the forts were finished and the trenches were set up. A couple of force groups were set up. 2 partisan groups were made, One was a long range in the case of enemies attempting to march from the border, They would pepper them along certain areas to make sure no march was without casualties. Another was a short range in forest areas and cities to make sure guerrilla warfare was maintained at every battle. Volunteers who would take small-ish pay were pulled from the reserve system.
Diplomacy: With Greece entering alliances they make not much attempt at offering alliances.
Foreign Policy: Trade is requested with allies. Refugees from all war zones and political figures not welcomed into their nations are allowed into Greece.
