The person in question was such a cunning salesman that he sold a submarine to Greece, then convinced the Ottomans to buy submarines because Greece was expanding their navy by buying his submarines*. With Greece and the Ottomans buying submarines, he used this to convince Russia to biy his submarines. *not his invention, but he was selling them.
