mm well pointed out, Timoshenko may indeed lack offensive capabilities. However, he is widely renowned to be a stellar supporting general, which means that his strong support for your main offensive generals makes up for his weaknesses. With rumor, crowd fighting and full movement stats, he is able to constantly follow your main generals like Guderian or Konev to boost their damage, and lend a hand in applying rumor when required. Other supporting generals may include Arnold on artillery where you can place crowd fighting to complement his already strong rumor. Between the two, I'd recommend Arnold, since he is also one of the strongest air generals in-game, but you need to sacrifice movement Honestly I now look at Timoshenko and think of him as a waste. He is too weak to do good damage in tanks. Unlike Messe he lacks Armored Assault, which in Giovanni's case compensates his 4 tank stars. He is only good for demoralizing by adding Rumor. But why him when you can get Arnold who also provides you with powerful missiles, and that is also fast enough to not make Semyon's two more movement stars a difference? Not to mention that he is a bit cheaper, but “a bit” in WC4 means much more than it seems. artillery seems to be more useful than tanks when you want to avoid damage, thus Arnold does fit the job well. But for players with Manstein its hard to keep Arnold up with him if simultaneous defenses on the front are required, in the end supporting generals are pretty much up to who you would want to support in the first place

Many players admire him for his performance in the early stages of the game. But as time passes by, his effectiveness drops (especially in the modern war). His movement and and plain fighting capabilities are wonderful, but not so good in defense.
He has 6 stars on movement (pretty useful), 4 tanks (not bad), 2/3 infantry (almost useless), 2 artillery (not useful). His movement is incredible but his unit strength buff is poor, even his tank has only 4 stars. He has also got a pretty decent rank (colonel).
He has lv3 plain fighting (pretty useful from early to mid stages), lv1 crowd tactics (very useful especially on an artillery), and lv1 camouflage (almost useless especially on tanks). He has 1 empty skill slot. Fortunately, his plain fighting saves him from his poor tank stars.
His overall performance is excellent in early stages as he deals +33 damage on tanks when fighting in plain areas (+40 with plain medal) and moves fast. He also buffs his surrounding allies by +4 damage. So in the early-mid stages you can see him moving fast and knocking enemies hard. But as modern warfare comes, he will be more fragile as he doesn't have blitzkrieg or machinist. He also has plain fighting which makes him tend to be used on plains without coverage from tank and artillery attacks. In the end games you will find him more useful on artilleries with only 2 arty stars, plain fighting, and crowd tactics. But he will definitely lose his relevance as you can get Konev crowd tactics (which you should) and much higher damage output. It wouldn't be so smart to strike enemy generals using a tank on plains in the modern war, that's why you would use him as artillery rather than tanks.
Compared to other tanks generals, he is inferior to any gold tier tank gens but pretty decent for silver tier. He is at the class of Vatutin and Sun L.R. (me).
For his empty skill slot, I highly recommend rumor as to make him more suitable for modern war and more survivable on both tanks and artilleries.
Note: I don't recommend him, but if you plan to use him for early stages and sell him later that's not a problem, he can even replace Vatutin.

Very strong as a quick support general, but not really recommended in endgame. This is because his raw output isnt strong enough, and in the later scenarios you will not need him. Later on if you don't have Manstein get Guderian Rommel and Rokky for tanks, because hybrids are weak in this game.

If you feel Rokovoosky is expensive to upgrade, then timoshenko is a good choice
