Oh. Ur making Yamamoto the economy guy. That's sounds like an interesting idea. But I think I going to do that to Dowding instead cuz he has economic expert.. Well, I'll choose him because Dowding only have one empty slot (so rumor can't be applied), and Yamamoto's navy + explosive seem nice too. In real life Yamamoto is an industrial guy, he learned about the management of naval industry. It can be seen on him in scenarios where he has industrial expert. The reason why Dowding is a popular choice is because economy gens aren't supposed to be in the frontline. Once you lose your economy gen, it defeats the purpose of even having one in the first place. That is why, economy gens should always remain static in a city, preferably one that offers the most resources per turn. Hence, rumor is not mandatory, and should not be the criteria for choosing the more expensive Yamamoto (who is near Guderian's price, one of the most expensive) over the efficient Dowding.

Well I firmly disagree, where the most obvious difference would be the price. Why pay so much for an econ gen who can only end up having 2 economy skills (if you dont add rumor), which is the same as what dowding can have? If you want to add rumor, then you can only have economic expert on Yamamoto, which is a waste for an econ gen. Then again, if you want tech or industrial expert too then your argument for rumor is basically nullified since yamamoto can only have 2 extra skills. In terms of skills, Dowding is analogous to Yamamoto, and their air damage output is basically the same. Huge difference is the ridiculous price for Yamamoto, who shouldnt even be considered as a 3rd navy gen.

I would replace Dowding with Yamamoto, and you can get the latter too. However, cost-wise that is really problematic which is why Dowding is both a more popular choice, and he trumps over Yamamoto in this aspect.

But the carpet bombing matters a lot. Carpet bombing has the same price as rumor or machinist, and there's certainly a reason why. Because it buffs missiles and nuclear damage too (inside a unit in a city). So if I bought Dowding, I couldn't be so free to move Arnold from town to town because I need the carpet bombing. Rumor is still vital for a static gen, because in the beginning of a conquest you need to inject rumors to the enemy spams along with other ground generals. If you only want a cheap economic gen why not Tito? In the end you can get unlimited medals through invasions, but you can't get extra general slots, so that's why I only buy the finest of the finest gens and making each of them unique in role as to adapt to many different circumstances.

I dont see why I would risk both my capital and my econ gen to a spam. I'd rather wait until the coast is clear and after I spawn my other gens before he goes on. Realistically, if you are using econ gens optimally they will see very little conflict. You can only have econ on Tito, who does not have enough health to even do anything if your city gets attacked by the enemy airforce.

Just try to prioritise general skill upgrades first; seriously I cannot think of all the fanciful ways to maintain that buying Yamamoto over Dowding as an econ gen has any real practical difference, so using Dowding will not make you lose out at all.

I have maxed tech tree except strongholds and air defense. I have maxed Guderian and Konev (except raider) I have well upgraded Donitz, Nimitz, and Rommel (well as in skills at level 3 or 4) I have poorly upgraded Leeb (it's similar to urs in page 3), Arnold, and Rokossovsky. I recently bought Graziani so he's not upgraded at all.
