What exactly happens when you declare war at a neutral country? Does he become a member of the enemy alliance or a third party fighter, such as some countries in EW4? Also, do your allies attack the new enemy of yours or it is some kind of “private war” (only between you and him)?

It is a private war. The troops in their cities do not attack you, but counterattack when you attack them. They perform airstrikes on you and their forts etc can fire upon you.

Also you don't need to conquer the neutral to end the conquest if you declare war on it

As an extra tip: If you allow the neutrals to keep an empty city, meaning defending troops are killed off, they will spawn another fully stacked unit.

Also you don't need to conquer the neutral to end the conquest if you declare war on it I really didn’t know that, and it was delaying a lot my conquests, as I tried to get a S by having a lot of cities.

Speed is more important than city count when you are aiming for better scores. So you should try to ignore those neutrals.

They could be useful, in 1950 as China I conquered Iran & turkey without much of a delay. Which than served as hotspots for Europe and Africa where the situation slowly deteriorated. Now those forward bases solved it.

Now those forward bases solved it. Yeah, maybe there are some cases where they should be conquered. Marching all the way from China to the Middle East would be very annoying. Other case is when you play as Brazil ‘43 and conquer the entire South America to get resources.

You can also use neutrals to train your heavy tanks and artillery... or just build a landfort near cities (like Switzerland) and wait till the siege is done.

Doesn't anyone else think that the Neutrals are a day bit too strong though?
Also another thing no one mentioned is the Neutrals start spamming troops when their Garrison troop is at less than half health (happened to me when attacking Portugal). Also I don't know if it's just me but RNGezus seriously favours Neutrals.
