Use lots of artillery + a decent navy. Apply generals where necessary.

If you're still stuck, I just made guides for both the second and third mission. I assume that you meant the Russian campaign instead of Ottoman? I made that mistake earlier. I'm attempting this mission now, if I complete it in good time I'll make a guide for it here.

I got two stars. First I deployed Kutuzov, Bolivar, and Gates on the starting units and helped Bagration kill both Ney and Eugene. Then I captured the two French cities in Bagration's immediate vicinity before advancing to where Berthier is to recapture the lost objective. At some point I built siege artillery for Jourdan, and this group became Group A.
Kutuzov and Bolivar went after Moscow and Napoleon. The French will receive periodic morale drops. First for a single drop, then a double drop. This makes it easy to surround and kill Napoleon if you can get around the French units. After killing him, the French receive yet another double morale drop. Clean up the forces around Moscow and ignore Murat if he survived and is camping in a city, he won't do anything. This group will now advance on the no-name objective in the south.
Group A meanwhile will take the level 3 city below the northwestern objective and then advance on Smolensk. At some point the game gives you Bagration to use instead of him being controlled by AI so watch out for that. I finished in 23 turns.

there is also a difference by using max generals with the right strategies and using max generals with the wrong or terrible strategies

Has to be left as that's where the objective is. He retreats from Moscow eventually anyways, making it harder to kill him later. I prefer killing him as soon as their morale drops.
