I want another arty gen, I currently have Konev. I know Leeb is good, but is anyone better? I'm not willing to buy Zhukov. Medals are not an issue.

Most of us stopped buying gens after getting Leeb & Konev, some can't really give you an alternative right now. Since I do have WC4 on my phone right now, I can try to analyse some gens & give you some suggestions.

If you can afford Yamamoto, his skills may be of use to some extent. However, he will not perform as well as arty-oriented gens like Konev or Leeb in unit VS unit combat since he is naturally weaker in terms of raw dmg. Assuming you equip him with Rumour & Accuracy, Yamamoto will not lose on on the supportive role of arty, but he will be weaker than Konev or Leeb since both have arty leader which helps the two arty gens gain a atk advantage over the navy-arty hybrid, Yamamoto.
Chuikov is worse than Yamamoto. The Soviet's only advantage is that he costs half of Yamamoto's price & is geared towards land fighting.
Alexander looks good but he's not that good either. Arty barrage is a risky skill to use since arty dies quite easily, using Accuracy to permanently increase raw dmg is better. Crossfire is good, but you're insane if you want to place arty on the forefront of your battlelines since arty can die very easily & all units have very good atk most of the time.
Ah yes, Govorov. Explosives is on par if not slightly less useful than Leeb's Rumour. Forests are common in the game, but Plain tiles still win out. Govorov has the same Arty Barrage problem as Alexander. For Govorov VS Leeb, it's, honestly, a hard choice. I'd recommend reading about the WC4 Govorov VS Leeb debate.
For Zhang ZZ, Leeb's Rumour is more useful than Zhang's Ace Forces. They are matched in Accuracy (theoretical) & Arty Leader. If you use Zhang's price - Leeb's price, the answer is your rough budget for levelling up Plain fighting. Assuming you let Zhang use his Crossfire 50% of the time, compare its output to the strengthened Plain Fighting.
Dowding & Vasilevsky cannot match Leeb in output.
Arnold's only advantage over Leeb is the natural lvl 4 Rumour. Gen air power is not something we specifically exploit in this game so Arnold's 6* air power is not as useful. Leeb is practically better than Arnold.
Bradley's raw dmg is worse than Leeb's. Mountain fighting is less often used than Plain Fighting. You're less likely to use arty to fight other arty so Entrenchment is not very useful. You have to chose between Arty Leader and Rumour when using Bradley, so his performance is impacted. Moreover, with 4* in tank, it's recommended that Bradley be used as a tank gen to smash through enemy lines rapidly instead of making him a mere support troop. This makes Bradley bad as his potential as a tank gen contradicts his potential as an arty gen, forcing you to give up one of his uses. If comparing hybrid gen capability, Leeb's Rumour & Plain Fighting beats Bradley's Entrenchment & Mountain fighting.
Hence, it can be said that Leeb is the most optimum 2nd arty gen for you.
