New content? Is this only for IAP? Yep, for IAPs only. There is a new mode called The Rise of Monarchs where you can follow the journeys of each famous generals and test them, but you cannot promote them unless you buy them.

How are the new IAPs performance in combat? And how do they compare to the top FTP generals like huo, belasarius, arminicus, octavian, Pompey, verci etc?

I think they are a little better than F2P but not a game changer and not as good as the 4 main Iaps (Spartacus, Hannibal, Attila and Caesar), I still haven't bought Xiang Yu but you can test him (without equipment) in Rise of Monarchs, here's my opinion about 3 new generals: _ Xiang Yu is lite Hannibal but he's faster, can attack 3 additional enemies but only 32% damage and his unique skill allows him to act again. _ Fan Kuai is like Liu Bang but better since he can attack 3 additional enemies, and lower enemies'morale. _ Yu Ji who has not yet appeared, she is a hybrid Navy-Archer like Cleopatra but faster with March. (Advantage - Accuracy - Helmans - March) I wonder if ET will introduce the new bond system like EU7 in GCR.

I fought against the new IAPs in arena mood about 14-16 times and won them all. They have mostly attack twice per round skills and AOE attack mechanism, but lack skills like intercept, roar, gurelia, etc.
Also there is the question of finding suitable items for all of them.
My opinion

My opinion I also forgot to say that Xiang Yu also lacks Guerrilla for survival, so I think he is the third best Cavalry Gen after Hannibal and Belisarius.

New content? Is this only for IAP? f2p get: 15+15+7 missions of varying difficulty in rise of monarch.
Up to 5 raids per day to get unit upgrade materials. All elite units can reach lv11 now, so you'll gonna need lots of materials. 2 new items 1 new general
If you've got Spartacus/Caesar/Xiang Yu, you'll effectively have one more generals in rise of monarch, making them much easier, and there will be more rewards for completion (extra weapon).
These iaps have access to coronation, which will give them special auras and unique perks. Coronation also needs some of the upgrade material required for elite troops, so even more reasons to unlock raids. You can also buy Fan Kuai, who comes with a banner that fits him and Xiang Yu, as well as other items or packs (one doubles raid rewards).

How are the new IAPs performance in combat? And how do they compare to the top FTP generals like huo, belasarius, arminicus, octavian, Pompey, verci etc? Fan Kuai is a slightly stronger Pompey. Xiang Yu is interesting, he has commander and increased crit rate skills which applies to all units. His talent allows him to move and attack again, and march makes sure can move really far. Once you unlock his horse, he gets another 5 mobility. To make use of the extra damage to surrounding units, a high morale build is needed.
He works similar to how I use my Cav Commander, constantly moving between stable and frontline, capturing cities and taking out key units. In game modes where you can't resupply your legions, he's significantly weaker, since he can't put his high mobility to good use.
For beginners, he presents a versatile shortcut. Returning players might already have good alternatives. Rise of Monarch is a good way to test him while also enjoying our monsters and elite units. Xiang Yu's unit is also used by Huo and Han Xin, so in arena and epic war you'd probably only want to deploy one of them.

Xiang Yu really has a cool passive skill. If he has unlocked it max lvl 9, he will be the second best cavalry. Do you have Caesar too? What is his passive skill?

Xiang Yu with exclusive items if play Aggressively not need Guerrilla Xiang Yu deal ton of damage especially monster so vampire effects heal enough and his traits make him can move rapidly(move again after first attack) and play very aggressive.

Don't mind my questions. These screenshots are not mine. Here are Caesar and Xiang Yu's Thanks for finding out, I was about to post some poorly translated stuff from Chinese screenshots The special perk is unlocked at lv9, Spartacus, will get: if he has only one unit, it will be restored to two, every 4 turns
Caesar has: When killing troops restore one unit every 5 turns

Thank you for your information. Caesar's and Xiang Yu's perk looks fascinating but I already have Hannibal, Attila and Spartacus so I think I'll wait for the next update.

I upgraded my roman heavy cavalry as much as I can. It says not open yet so the future upgrades will probably be available in a later update. Along with stat improvements, the unit gets a new divine will trait that gives bonus against non human enemies and the chase trait is upgraded to a 100% chance to attack again after destroying a enemy. The update has completely changed the economy and usage of legendary armour. They used to be limited and only needed 1 for a unit to upgrade to level 6 but now a lot of them are given in the rise of monarch campaign and raids, lots are needed for unit upgrades. Just a thought from my mind. The powerlevel of the generals and our lineups have gotten really high. I am not sure if powercreep is the right word for this but much of the old campaign was released in a time where our generals weren't as powerful but these days, we would roll over the enemies with our generals with upgraded items, banners, monster gems, way of honor, elite arms units, coronation.

It also widens the gap between generals with elite units and those without, which is bad news the likes of Han Xin and Modu.
