Tactic Master make him versatile but he lack Assault skill make me choose Haig rather than Boroevic.

In fact, the real value of this general in the game depends on possibilities to change skills with those skill books. If we could change default skills by replacing them with ones we like - it would be then a total reevaluation of generals. And Boroecic will be very high on a new tier list...

See Moltke from EW6: 1804?
Moltke lacks "Salvo" and because of that, he doesn't hit hard. Well Boroevic is exactly the same kind of general: very expensive and yet, far from being the best. He lacks "Assault" and hits poorly unless he makes a critical strike on mountain or in the forest. Even with all his skills fully upgraded, I've been kinda disappointed by this general.

I would say Haig is better if Street Fighting is swapped with Tactics Master, but Boroevic's Jungle and Mountain Combo hitting twice (And if he still have Assault) is not to be Underestimated. Haig would be like Kutuzov + Tactics Master while Boroevic would be like John + Tactics Master.

It's easy to set place for Art when you have Mountain and Jungle.
