Then again, it’s not really needed because almost all Infantry units don’t have their mobility affected by terrain. You can use borevic on heavy machine gunners which are far and away better than light machine gunners if geography is added. So imo he is worth the medals. Is he better than macmahon though is the question I am asking myself. I think about getting macmahon and giving him defense formation instead of counterattack, so that he will be able to do well with just a medpack.

Heavy Machine Gunners require a Level 5 city and are somewhat expensive. Buying Boroevic just for that sounds bad to me. In my opinion, Macmahon is like Bochkareva: His only good skill is assault. Ambush doesn’t trigger often enough to be good. If it was at least a 20% chance like Tactics Master, I would take it. Cover is the same story. Good effect, but doesn’t trigger often enough. You cannot have the effect if it doesn’t trigger. Counterattack is bad. Why would you intentionally let the enemy attack you? Jungle Fighting is useless because most Infantry units have Marching. Heavy Machine Gunners aren’t common enough.

Boroevic on Old Guard is awesome as Old Guards don’t have march but are fantastic infantry units, they even have a decent price and aren’t horrible to unlock.

Most of the time he won’t make use of his terrain mobility boosts. But he has good offensive power and is useful on powerful Infantry units that don’t have Marching. He urgently needs Assault, though. Then he is a 4/5.

I think that's how the infantry should be in general : stronger than it is now . At least their special features compensate for how weak this class is .

If I was to purchase borevic, what should I get as the replacement skill for formation master?

Instead of intercept I gave him piarce. I use infantry to hunt down arty units. Infantry attacking cavlary or god forbid armored cars is to painful.

Intercept is handy to have even if you're using an anti-artillery general. You pretty much only use Infantry generals on Machine Gunners (or some variation of that unit) and those can cripple Breastplate Cavalry and all Artillery. Breastplate Cavalry in particular are really tough to anything else. But Pierce is probably better, idk. It's a lot better seeing as Breastplate cavalry have massive def.

Which is only really good against two units that you should leave for your cavalry to handle. It’s pretty much a super militia that costs 3x as much.
