Does Hipper surpass Scheer in general and navy abilities? Given the fact that Scheer's max is now Emperor, i've yet to do the calculations. If so then the Scheer firepower of the German Navy could beat the allies into the Bermuda Triangle. Emperor only gives 2% extra attack then someone at king and scheer's attack starts at 29-30%. hipper starts at 35% so hipper still does more damage. scheer only has more defense cuz of emperor but that can be solved by giving hipper alert Hipper is actually stronger than Heihachiro and Scheer by 1%. |
