Hipper is actually very powerful, better than Scheer although he cannot reach the title of Emperor. But Hipper and Scheer make a deadly team when used together!
He is worthy his (expensive) cost.

I completed all naval missions with 3 stars with semi upgraded Beaty and Bacon so making demi god naval generals is really not needed☺
