My top 3 on each category: Tank generals: 1. Guderian 2. Rommel 3. Rokossovski (sorry Manstein (Manstein can't have rumour) and Graziani)
Artillery generals: 1. Konev 2. Leeb 3. Žukov
Infantry generals: Yamashita Rundstedt Mannerheim (Mannerheim is the best if you want moderately high damage for low price)
Navy admirals: 1. Dönitz 2. Mountbatten 3. Nimitz
Air generals: 1. Yamamoto 2. Arnold 3. Dowding

Mountbatten is better than Nimitz? Mountbatten can have fleet leader, depot ship, sailor and rumour. You are late , I had buy Nimitz but atleast he has 5 star Air which will be useful until i buy Arnold/Dowding

Mountbatten is better than Nimitz? Mountbatten can have fleet leader, depot ship, sailor and rumour. Nimitz then Mountbatten, why? - Six to Five Navy Stars - Must have Navy skills are Rumor & Fleet Leader, both of them can have it. Sailor (like explosive and wolfpack) is second tier/ situational skill. Sailor isn't a must have skill because it's useless against submarine. Nimitz's better because Ace, assume that both of them have Rumor and Sailor. Camo=Depot Ship= Meh. - Mountbatten Red Plate, L Colonel, with lvl 2 depot ship in modern war has 1263hp, while Nimitz in Maj.Gen has 1384hp. That's 121 hp difference equal to 20+ turns in campaign, so depot ship is not that great. Max +15hp for cruiser that already has huge hp make depot ship is worthless than machinist for tank. - The only thing better on Mountbatten than Nimitz is that Mountbatten potentially has 5* mobility

It's obviously Guderian, but my Favorite is MacArthur. Defending him was my first post here.

Destroying cities and fortifications is THE primary use for navy, making it a tier 1
