Here, I'm going to do an analysis of all generals in GOG3 just like Friedrich “Fried Rice” Paulus 's (For whom the Picture credits goes to. That's right, these pictures are not mine) rankings and with almost similar marking scheme. This is, as of now limited to general rankings only, but I might consider ranking the Special forces and Army groups later. Generals and skills, as of now. One thing to note is that all generals are useful and I don't think Boris is bad, considering his price. BUT!!, all these generals are ranked considering the long term investment.
This analysis also, does not include the Victory medal because then you can easily get any general of your choice. Like getting Guderian in 3 weeks without playing a single level is a bit too much.

Skills
I. Universal Skills
1. Plain Fighting : Plain Fighting works everywhere, except when on Mountains and Jungles. Plains are basically everywhere so it's a very useful skill. The difference is evident in Govorov especially.
2. Fire Suppression : Reduces certain % of enemy's attack. Great skill
3. Plunder Supply : Restores certain % of hp on killing units. Very good, especially on Heavy Tanks. Even more so if you can kill enemies multiple times.
4. Leadership : Reduces the cost of recruiting troops by 50%. Really great skill, especially on a free general like Bock. It makes putting Bock on Heavy Tanks viable. Just know that stacking your general with Tank costs 36, whereas stacking a Heavy tank with Leadership costs just 25.
5. Anti-Armor : Deals certain extra damage to armor units. Very good skill because Armored units have a lot of health.
6. Victory Rush : Deals certain extra damage when units have low morale (Even Confusion). It's basically telling you - "Flank em and Kill em!"
7. Accuracy Strike : Deals certain extra damage when attacking troops to the enemy's special forces. Ok skill, especially in endgame as many units come with Special Forces.
8. Garrison : Units does not undergo morale decline when surrounded in cities. Situational skill, but when put to use, it's a great one.
9. Economics : Gives certain extra gold when in cities. Situational again, but great when put to use. Have this general capture most of the cities for maximum output.
10. Jungle fighting : Gives certain extra damage when in Jungles. Very Good for non ranged units because forests give +2 defense. Good for ranged units.
13. Urban Fighting : Gives certain damage when fighting in Cities. Cities are everywhere so that's a good skill.
14. Logistics : Great for navy units. Especially considering that Ships are expensive to heal and land units are not.
15. Camouflage : Reduces the damage recieved from Artillery and Air units. Very good.
16. Passion : Increases damage when in high morale. Good skill. Couples great with Paratrooper (Student)
17. Machinist : Gives certain increase in HP when replenishing. Has more effect if your General has stars. Still, an ok skill.
18. Samurai : Prevents morale drop. Great skill
19. Snow fighting : Gives certain damage when fighting on Snow. Snow tiles are only present in certain missions. So it's average skill.
20. Mountain fighting : Gives certain extra damage when fighting on Mountains. But fighting on Mountains are annoying as there is low movement and they are not everywhere. Still, not bad
21. Inspiration : Increases morale of allies in the surrounding 1 grid. Ok skill, but annoying to fight when used against you.
22. Desert fighting : Gives certain increase in damage when fighting in Deserts. Consider this skill as a bonus.
23. Ace forces : Your units gain exp more faster and level up more faster. I don't really care about units levelling up. But it's a good bonus.
24. Desperate : Extra decrease in Morale. Bad because it is almost negligible.
25. Elastic Defense : Goes BOOM BOOM! when infantry attacks ships. Bad otherwise.
26. Amphibious : Bonus damage when attacking enemy units from sea. Extremely situational. In fact so much that it's a bad skill.
27. Training : Just get some damage skill.
28. Scout : Meh, only useful if you want to use your general as a punching bag for the enemy or for generals whom you use to scout. But who would use a general for such purposes?

4. Raider : Increases the probability of dealing a critical damage by a certain %. Very good, especially for Yamashita, whom I've seen ripping 2 full infantry stacks one day.
5. Guerilla : Certain chance that the enemy won't counterattack. Very good skill. 50% means 1 attack in every 2 results in 0 damage dealt to you. Great.
6. Sniper : Deals certain % of extra damage when attacking infantry units.
7. Reserve : Reduces Recruiting cost. Great when defending cities. Just ok otherwise.

2. Blitzkreig : 50% chance the enemy won't counterattack. Extremely useful skill, probably the best skill in tank skills excluding Panzer group.
3. Tide of Iron : Certain increase in damage when commanding Armored units. Very handy, especially since Tanks have lot of health.

IV. Artillery Skills
1. Artillery Leader : The leader skill is best suited for artillery. Except certain circumstances, artillery always outguns the enemy and firing repeatedly is a great skill to have.
2. Artillery Barrage : Gives +15 damage to Zhukov and also the friendly artillery units around. Having more artilleries is a liability as protecting them is a complex task. Great for Zhukov and when artilleries are limited.
3. Fire Focus : Gives certain extra damage when commanding artillery units. Great.
4. Accuracy : Increases critical damage rate. Very good skill.

V. Navy
1. Wolfpack : Gives +15 to naval allies around you. Naval battles usually happen in a pack and this skill is the best for Navy units.
2. Torpedo Expert : 25% extra damage. Extra damage again? Put it in your kitty!
3. Warning : Reduces 30% damage dealt. Useful for survivability.
4. Destroy : Increases critical rate. Very Good skill.
5. Organization : Ships are expensive to heal and their damage reduces when their health reduces. But Organization prevents that. Great skill.
5. Naval Gun Strike : Deals certain extra damage when commanding navy units. However, in the context of Ships, it's very small.
6. Logistics : Increases the health of the ships every round (Maximum is 8 hp). Pretty negligible. But great in amphibious landing missions.
7. Sea Scout : Increases visibility of the ships. Ok skill, not bad. But can be replaced. Good on Aircraft carriers.
