I feel like unless it's a sea battle, Simeon is slightly better than Hardrada. His charge is one level higher which lets you use it 33% more. Hardrada has the advantage of 3 +5% skills, but you won't be using snow much so it's much closer to 2 +5% skills. Also Simeon has master commander which doesn't increase damage but it does increase survivability and save you money. However, I'm not going to buy any of them soon because we start with two great infantry generals, Aetius and Bellisarius, so they're not very necessary early on.

My Hardrada has Beowulf’s horn and one level more in “outburst”. Harald and Cnut are a must have. You can make Belisarius a spear-focused general.

However Harald still remains also a valid naval general and Simeon not I must defend the vikings’ legacy XD

However, I'm not going to buy any of them soon because we start with two great infantry generals, Aetius and Bellisarius, so they're not very necessary early on. no he isn't, firstly harald is a pure infantry general, simeon is a hybrid cav and infantry, hybrids are not ideal and worse than pure generals. Simeon is more of a cav general and there are 3 better options than him: roland, alfred and basil. If you bought richard, you wouldn't even consider simeon. the best infantry generals available to f2p are harald, robert the bruce and cnut. Baldwin is also another option but 4 infantry generals is too much. Simeon is just not good enough to be in the lineup if you want to go for the best generals.
