I'm not so sure that Medium Barbarossa is the best option. Something people don't seem to be considering is the medals awarded for completed the Moscow/Berlin stages, separate from the operation-wide rewards. As far as I'm aware, they are always the same and are the following:
EASY: Barbarossa: Air Force Patriotic: Navy
MEDIUM: Barbarossa: Infantry Patriotic: Marching
HARD: Barbarossa: Panzer Patriotic: Artillery
So, for the sake of analysis let's assume that each Panzer, Artillery and Marching medal is worth 2 points, each Air Force, Combo and Assault medal is worth 1 point and all other medals are worth nothing. What do we get on average?
EASY: Barbarossa: 1pt + (6/3 = 2)pts = 3pts/run Patriotic: 0pts + (6/4 = 1.5)pts = 1.5pts/run
MEDIUM: Barbarossa: 0pts + (6/3 x 2 = 4)pts = 4pts/run Patriotic: 2pts + (7/5 x 2 = 2.8) = 4.8pts/run
HARD: Barbarossa: 2pts + (8/6 x 3 = 4) = 6pts/run Patriotic: 2pts + (8/6 x 3 = 4) = 6pts/run
So, it turns out that the best Operation to farm using your free reset is Hard mode of either, depending on whether you want artillery or panzer medals more. But what if you want more and you're willing to pay for it? Which is the most efficient per its cost? For this second analysis, I'll analyse this as points per 100 medals spent.
EASY: Barbarossa: 3pts/1 = 3pts/100 medals Patriotic: 1.5/1.2 = 1.25pts/100 medals
MEDIUM: Barbarossa: 4/1.5 = 2.66/100 medals Patriotic: 4.8/1.7 = 2.82/100 medals
HARD: Barbarossa: 6/2 = 3pts/100 medals Patriotic: 6/2.2 = 2.72/100 medals
This time, it seems that the two winners are Barbarossa Easy and Hard. It seems that farming medals is much more efficient this way than buying them directly from the shop, if more random. The best strategy if you're farming medals with currency medals is probably to use your free reset on Hard Patriotic, then buy resets for Barbarossa Hard normally or Easy if you want air force medals.
The problem is, I want to stockpile on marching, artillery and tanks first. Always playing on Barbarossa hard difficulty may be less efficient on many players than playing Barbarossa medium which gives two of the three essential medals for players who does not have the complete roster yet. Barbarossa medium doesn't give a 150 medal when you complete a run, but hard does. As long as you get one 150 medal through the draw, it's better than medium.

And it turns out I was wrong about the medals awarded being fixed - I got Movement rather than Artillery for completing Berlin in Hard Patriotic today. I'll need to do some testing on the distribution, but if the medals there don't at least have a strong bias towards being better in Hard then you're probably right about Medium being the best option.

And it turns out I was wrong about the medals awarded being fixed - I got Movement rather than Artillery for completing Berlin in Hard Patriotic today. I'll need to do some testing on the distribution, but if the medals there don't at least have a strong bias towards being better in Hard then you're probably right about Medium being the best option. The thing is hard gives an 150 series by passing the 4th level, but medium only gives an 100 series. In other words, hard gives 1-4 150 series medals (2.5 on average if the chance is equal) and medium is a guaranteed 2. Hard is definitely better.

Kimmel is horrible as expected. He is a weak Nagumo. But then again, no player will hire an admiral with medals after the Sansonetti update, so Kimmel was doomed from the start.

Based on the current leak: Spaatz: M General, infantry 4, tank 2, artillery 1, air 5, navy 1, movement 3, Explosives 4, Supply 3, Oil Expert 4, Economic Expert 3, lvl 4 new skill that reduces air force cost by 25%. OP air general but he's an IAP. Horton: Major, infantry 2, tank 2, artillery 1, air 3, navy 5, movement 4, Supply 2, Wolfpack 3, Fleet Leader 2, Camouflage 3, lvl 3 new skill that reduces damage from ships by 20% when commanding ships. I'd say he is one of the best admirals, such a shame that we already have Sansonetti. Bittrich: Captain, infantry 3, tank 0, artillery 2, air 4, navy 2, movement 2, Guerrilla 3, Mountain Fighting 3, Ace Forces 2, Spaatz's new skill 2. I'm curious about what lvl 2 of the new skill offers. An interesting one that might be worth purchasing. Sounds like Sikorski will be pretty good if you invest some more medals into his rank. Gonna go with him instead of a 2nd EC artillery general, for now anyways. Can always use the medals on the 2 I already have instead.

Horton costs 1695, Sikorski 1845. Weidling looks like a joke when compared to Sikorski.
Sikorski vs Bai is essentially damage vs survivability. Don't ask me who's better, I chose EC.

M General Sokorski will hit a bit harder than Bai at the cost of some survivability (Ace). There's a significant difference between Zhu and Vasilevsky though, but I just came across someone that beat the game with Bai as infantry general. I'm not sure how applicable it is to other players but it represents a possibility. Speaking of that, Bai might actually be capable of infantry in the current version. Give him 2 infantry medals and he's 5 star level.

But the problem is, I will put artillery medals on Sikorski, so I think Zhu D. is still a viable option even if he is inferior to Vasilevsky since I can give him infantry medal.
