Secondary Powers:
These countries have great potential, but are currently weaker than the most powerful nations.

*NOTE*
If someone takes Bavaria, no one can take Prussia (And vice versa), and if someone is Sweden then no one else can become Denmark (And vice versa). This is so that people
don't get erased from the map when a country is formed. People can become all these nations, however, if the people who take these nations agree not to get salty when on eventually takes over the other. If this does happen, then the people who choose these nations should choose a backup country as well.
