K,let's take a look at possible candidates for best (other than the 3 store ones) generals,you can suggest names and why you think they should be added,I'll revise the list as we learn more,when done I'll move this to the guide section.
Imo,any land general with a plain skill rating gets a boost in the ranking because that skill is really strong.
Entry level generals:
1/Meyer: 3* Tank with 2 tank related skills, 300 medals @ Berlin academy. 2/Koga: 3* Navy and 2* air only 240 medals @ Tokyo academy. 3/Nasser: 3* Infantry 300 medals @istanbul academy. 4/Chung: 3* Art. Found at the Saint Fransisco academy at 440 medals,a little expensive but art general seem to cost more at the entry level.
Mid-game:
Crerar: in the Saint Fransisco academy,he doesnt look super great with only 2 * in art and tank but he has level 4 plain skill and that more than make up for it.Cost only 480 medals.Need unlocking with? Maybe research?
Griem: 4* air at the Berlin academy for only 460 medals.
Badoglio: 4* art with 3 art skills on this fine general at the cost of about 1200 medal in the Turin academy.
End game best:
1/Gudarian: 5* tank,4th level skill plain
2/Govorov: 5* art, 3rd level skill plain

Vatutin and Vasilevsky are both good generals They have plain and 5 stars

Same here. I have been deciding for a week already among Goering, Dowding, Arnold and Nagano. I would appreciate your comment. Now, I start to think whether it is better to save up a bit more and buy my second tank general (Rommel or Patton) then train air skill to my eye-covered general. btw, if I buy another tank general, who is better? Rommel or Patton?

I decided to buy Goring. I brought him because he has level 3 economic expert which would get me more gold and industrial expert for more steel since he should be in city launch air attack most time.
I don't brother with the eye-covered generals so I would go with getting a 2nd tank general. It comes down to the skills so between Patton and Rommel I would go with Rommel but that's just me.

Goering would be my top choice too for the reason mentioned.2 ways to use him as an air bombardments platfom,if you want him fairly static capable of fighting defending assign him a special force unit,with his 3 stars in infantry and the very strong infantry unit he makes a superb defender.
You can also decide to use him on a highly mobile mechanized unit instead,he loose lot of combat power but he gain being able to move from one spot to another very quickly.Both choices have their benefit.
Arnold does not have any other combat stars to offer besides air,so he is less flexible.
Nagano offer the choice of being able to assign him to the navy instead,aircraft carrier would be perfect for him but you would loose the economic benefit in that case.

Goring best of the air generals in my opinion,must use in infantry force for benefit bayonet skill+3 stars inf.
Rommel good but desert skill not of much use,africa not very important in wc3 also patton has litte better air stars and these more of benefit.

Best infantry general: Yamashita ---->Tokyo academy. He only has 4 stars in infantry but 5 stars in movement and his skills are focused and close to perfect. In case infantry not needed he can be adequate in any military field.

Artillery general must have movement points to be good. 1 point will make the slow long range artillery go from 1---->2 squares in pain. 2 points will make the fast long range artillery go from 2---->3 squares in plains. Favorite artillery general -Govorov?-found in the moscow academy: One of the best,I wish he had 2+ points movement but still he is very good.

Guderian is the champ!Everyone favorite tank general,excellent focused skills,decent health,max stars in tank and excellent mobility. So total package. But you got decent starter generals in the mean time,although you are missing crerar who is the best starter artillery general imo. And btw,thanks for registering Pradiss and warm welcome to our world conqueror 3 community

Ozawa from Tokyo academy seems good, with 3* air and 4* naval. Only 550 medals. He has 100 health. Seems underrated..
