Which type of general is better, artillery or plane? Depends on your play style. But it is a very good idea to have at least one good air force general on your team.

Konev is better than Guvourov isn't he? He has higher marching ability but that's it. Govorov is better overall

Konev is better than Guvourov isn't he? Konev has 2 infantry skills that you will never use. Govorov is the best artillery general in-game if medals aren't an issue. If medals are an issue than I'd Badoglio is the best art. general

Govorov has the best firepower but I still prefer Konev simply because he can move 3 hex on rocket artillery.

I like Weich, a German general with 4 stars in artillery. He's not as mentioned as Badoglio, unfortunately.

Konev is better than Guvourov isn't he? If you want a general for artillery only, Konev is not your choice. His biggest value is that he can both do fine on artillery and infantry, so you don't need to buy another infantry general for challenge.

Movement is the 2nd most important skill if not the most important skill for any general especially artillery generals

The perfect combat general for me is their 5 star specialty and 5 star movement. My tank and artillery commander have that, while my other one is usually on MI so he doesn't need it badly.

Tank commander only need 4 star movement (no one will put it on normal tank), infantry commander needs 4 (5 is wasting) and navy commander needs 3 (4, 5 are wasting), but for commanders, usually we have one artillery, one tank, and the last one tank/artillery/city defending whatever you like, but for MI, for airforce, Goring is pretty good, for attacking, Mannerheim(strong in surviving)/Vasilevsky(highest infantry output) will be good.
