I like how you think Victoria is the "best". Some people like spending money on games like me. That's why I prefer the Lazy option( Buying 30 emblem pack and 10000 medals pack and buying everything from Dobeln to Snare Drums to Ferguson Rifles and Suvorov to Moreau to cheap trainers etc.) aside from the Princess Savage Option.

I have nothing against those who spend money on EW, and have myself. I don't know if it's lazy, because it's cost prohibitive to level-up generals after a certain point; but I view it as compensating ET fairly for producing an absolute gem of a game that has given us all hours of entertainment. But that said, it's pretty hard to argue against Victoria as best infantry general. Not only for her previously mentioned combo of Assault Art+Defense Art, but just for her consistency of output even when injured, her good movement, and ability to survive. That she can be leveled up to be top-tier navy (just below Kate) and that's she's free are just icing on the cake. Her superiority carries through when provided with items like Ferguson rifles relative to other so-equipped infantry generals; apples to apples.

Don't forget, She needs a heck lot of disadvantages in items like snare drum and a Ferguson rifle rather than 2 Ferguson rifles for Suvorov

My favorite before I changed my EW4 to ww2 mod was Charles the Austrian dude, he was great for me not the best but my best General he could get the job done...most of the time

My choice would, actually, be Dobeln. Why? Tier 2. He doesn't require ANYTHING special.

Suvorov for pure infantry, Victoria for s/l, Lannes for versatility. Dobeln is good, but simply not within Suvorov. Oudinot is Suvorov without mass fire.
