Use Rumour. If you fail with lvl 3 on most or all gens, return when you have lvl 5 Rumour.
Don't waste Nimitz's 6* in navy for less useful *s in air. Except for air and sub attacks, he can counter everything thrown at him by the Japanese navy when placed on Cruisers. You won't see the same effectiveness if he is on a carrier.
It has been a long time, however, if you sink the enemy navy entirely and use your navy to wipe out the Japanese ground troops, there's no point in deploying gens on the troop carriers. It's quite wasteful if you did because they are absolutely useless and extremely until you land those tanks.
And you should only land when the coast is literally clear which will be near the end of your time limit.
About Arnold, I can only say that I used Guderian without any air upgrades for air support. This shows that you can still do it without good air cover, however, I believe my tech should be highly upgraded at that point.
If you are investing in air gen not just for this Battle, but for the rest of the game, I'd argue for his more expensive counterpart, Yamamoto.
Either gen can still provide the much needed air support during and beyond this Battle, but I prefer Yamamoto more.
Does Manstein work for air support? Should I spend my medals on upgrading Nimitz and Rommel's rumor to lvl 4? So I will be deploying Guderian, Nimitz, and Rommel on cruisers and Manstein on a supercarrier?
BTW, I have Konev and his rumor is lvl 4
Upgrade the rumor of the generals that you'll use on a CRUISER. I would use Rommel as a tanker if Guderian's rumor is like 4 or 5
