To fill my 16 Gen. Slots, I purchased Graziani. He is not the best tank general, but the best hybrid. Give him two non-class skills, like rumor, explosives, or crowd tactics (to use the medal) and you have a decent DH for those situations when you can use more than 8 gens.
I have Yamamoto who can do what both Nimitz and Arnold's jobs but picked him up ... And Dowding just to fill the 16. Yamamoto makes for decent artillery, as does Dowding, while Arnold can go on mech. Inf with explosives or an Aircraft carrier in a pinch. Leeb and Konev are the only decent arty gens, and the aforementioned bolster those units types in many scenarios like frontier, warzones, etc. Only Aegean Sea left in challenges too. So I've not done bad, without maxed gens.

With the addition of war zone, at least 5 tank generals are required, so Graziani is still relevant, he and Vatutin compete for the 5th place.

I'd argue that warzone benefits purely offensive generals even more over Graziani, cause rumor's actually worse than useless in warzone (it prevents enemies from attacking you and taking retaliation damage as a result). I got rid of the rumor on my Rommel just for that reason. Of course, if you put aa and panzer leader on Graziani then he does about the same damage as Vatutin, although Graziani stays above half-health longer and Vatutin does more damage below half. Right now I have 4 tank generals (Gud, Rommel, Roko, and Vatutin) and I'm thinking of getting Montgomery as my 5. Graziani might be a good 6 though.

I'm fielding 6 tank generals, so both are in my team. But I like Graziani better because because he has 3 movement stars (equal to moving one hex further on plain and city tiles) compared to Vatutin who has only one.

Since you have 6 tanks then I can't argue against you having Graziani on your roster. I bought Vatutin cause he's cheaper, and I don't really use him outside of warzone anyway so I can live with his lack of mobility. One thing I think Graziani might still be good for is if you give him aa and crossfire or something, cause then if you put a good defense ribbon on him he'll be able to soak up a bit more damage than anyone else.
