Air strikes and etc. are a potent weapon even if only 10 HPs are left. So my way to use him was: 1. Exploit his Rumor until we can establish a permanent base. 2. Then use his Air ability. Usually we can make a serious damage with air strikes and rockets at the end of a mission because we have enough resources already. Rumor is probably the best skill in the game therefore I prefer Arnold over other Air generals. Explosives could be a great skill for an Air general, but for reasons unknown to me both Rumor and Explosives don't work with Air Strikes (though it would be quite reasonable, imo). Therefore Arnold with Rumor is a better team player than Dowding (who is quite good in his own way when gathering gold/science), simply because Rumor is "the winning skill" for Modern war campaigns. Only Yamamoto could be significantly better, but we need pounds of medals for his purchase and upgrades.

In fact I really don't understand why Rumor and Explosives don't work with Air Strikes. These are exactly what Air Strikes do - spreading panic and destruction of defensive structures...

But like a 2% chance to trigger rumor and 10% extra damage to cities with every rank. Maybe even a skill for an Ace in the air force.

Yeah, but enemies can do the same to you, on the other hand I think there should be separate skills made just for airforce. But like a 2% chance to trigger rumor and 10% extra damage to cities with every rank. Maybe even a skill for an Ace in the air force. That's interesting for now airforce skills are airforce leader and carpet bombing, add air ace forces(which is basically your city 10 percent), air raiding chaos(max 50 percent to confuse target for 2 turns) and a last skill to reduce city aerial defence (max: ignore 80% of city aerial defenses)

So can I check if cover is the best skill for Arnold? Depends on use. If you're gonna park him in a city until the battle takes place out of range to move him, Camouflage seems better.
