Um what skill should I add to Arnold? I'm thinking of an economic skill or an arty skill. Or explosives. What skill should I get for him? Explosives is total crap on defensive air generals. An artillery skill doesn't exactly help that much, either. So that leaves you with the economic skills.

Crowd tactics is the skill I would recommend, as it can make Arnold a great support gen. Heβll boost your other unitβs damage and, if attacked, can fend for himself with that 60% rumor chance.

Arnold has low arty star so adding arty star won't be that good. I use Arnold as the guy that gives extra rumor, increase the damage of the team, and make air strikes OP. If you want an economy guy, get Dowding later on.

Completely agreed, standard and optimum 4th skill for Arnold is crowd tactics.

Agree, and buy him (and another pure air gen) as your 7th Gen after you already had 3 Tank gens, 2 Arty gens, and 1 Navy gen. Arnold can be the exception ( because of his lvl 4 rumor) if you dont have 2nd arty gen.

Id Explosives works with Air, then Dowding seems a better choice with his Economic skill if you're looking for a city general to supply air support

I usually move him a lot in conquest along with other land General, and when that happened his rumor will be useful (you can also give him crowd tactic). Arnold is best used in rocket arty because of its non retaliate attack, low arty hp is not a problem since he is ranked maj.general and enemy rarely attack your arty gen. In campaign, he's better defensive gen than Dowding due to his rumor. IMO, overall Arnold provide more "bonus" than Dowding in term of an air gen.

Arnold is an excellent Support Gen on a level of Timoshenko and MacArthur, along with a very cheap price.

Let's see, Arnold has Air force Leader, Carpet Bombing and Rumor. I like to be able to use all skills so, why not Arnold on Mech. Into or Artillery with explosives added? He can keep up with Guderian, capture a city then fire off some missiles or launch air strikes until access to next city is gained?

Interestingly, Arnold and some generals in Conquest and some Campaign has six-star artillery but you can't promote him. Easytech presumably increased his stats for balancing reasons.
